The Superintendent's responsibilities include overseeing the construction, maintenance and operation of the municipal irrigation systems and municipal drains. Also included is assisting the Town Clerk in the processing of tile drainage loans and carrying out inspections in accordance with the Tile Drainage Act.

2019 Irrigation Fees and Charges
In order to irrigate from Town Irrigation Systems, please complete and submit the Application Form.  The rates are as follows:

Annual Costs:
1 to 5 acres $132.00 minimum
5.1 acres to 20 acres $264.00 minimum
20.1 acres and over $13.50 per acre
Golf Courses $33.00 per acre
Greenhouses $0.0132 per square foot plus $17.16 per acre for Nursery Stock (if applicable)
Nursery Stock $17.16 per acre (minimum $528.00)

Irrigating directly from:
 Lake Ontario
• Niagara River
• Welland Canal

To guarantee access to Town Irrigation System without penalty: 30% X (Applicable Rate) to be paid prior to irrigating from the Town's Municipal Irrigation System(s): Balance of 70% X (Applicable Rate)

Capital Costs
Current Rate: $19.85 per acre
* If the property is new to the irrigation system, a Buy-in Charge is required for the first year rather than the $19.85/acre.  The rates for 2020 are as follows:

1-5 1,372.50
5.1-10 2,745.00
10.1-15 4,117.50
15.1-20 5,490.00
20.1-25 6,862.50
25.1-30 8,235.00

Monthly Record of Water Taking (MECP requirement):
All irrigators drawing water from the Town’s municipal irrigation system must keep a daily record of water takings, and submit the information within seven (7) days following each calendar month during the irrigation season (May – September).

There are three options for filing these records:
1) Downloading a copy of the 2020 Monthly Record of Water Taking Form and submitting it in person or by fax, or email.
2) Completing and submitting the 2020 Online Water Taking Form 

Please take note, the water taking forms have been updated as the Ministry of Environment (MOE) is requiring additional information to be provided for all water records.

Vegetated Buffers & Invasive Species (Phragmites) Workshop Information

A two-day public workshop was conducted at the Community Centre in Niagara-on-the-Lake on March 11 and 12, 2016.  The focus was on invasive species (phragmites) and discussing vegetated buffers along municipal drain watercourses.  A copy of the presentation and materials are available below.  Please note that some of the files are very large and can only be viewed as copying them will take considerable time.

Information regarding the Ralph Bradley Memorial Bursary:

The Drainage Superintendents Association of Ontario (DSAO) represents municipalities across Ontario in promoting and maintaining Municipal Drains primarily as they relate to the proper and efficient drainage of agricultural lands in the province.
Chapter 5, Niagara Region of the DSAO includes representatives from municipalities, agencies and engineering and environmental firms within the Regional Municipality of Niagara, Haldimand County, Norfolk County, Brant County, the City of Hamilton and Halton Region.
Since 1995, Chapter 5, Niagara Region has provided bursaries for programs ranging from veterinarian studies, environmental studies and agricultural business administration to cool climate oenology and viticulture. The Ralph Bradley Memorial Bursary, valued at $600.00, is awarded to a student from a municipality within the Chapter 5 area who will be furthering his/her education in an agricultural or water management related course.
Information about the bursary is sent to the Boards of Education in the Chapter 5 area for distribution to the secondary schools within their jurisdiction. Students graduating from a secondary school within the area of DSAO Chapter 5 are encouraged to contact the guidance department of their school and to request the guidelines and application form for the Ralph Bradley Memorial Bursary.
